I'm sure this question has come up before but I couldn't seem to find it in a search.

If an army wants to maneuver and rolls zero maneuvers, does the counter-maneuvering army still need to roll at least one maneuver to counter?

The rules state "equal or greater" with regard to the marching army's maneuver roll being successful, so I am interpreting this to mean that if both armies rolled zero maneuvers, the result is that the marching army was still successful.

You are correct. The marching player is successful on ties.
