To be an army it must contain at least 1 health worth of units, correct?

In our club some people always try to cast a spell on an 'empty' terrain and want to use the effect with new units they move in in the Reserve Movement.

An army has to have at least one unit. It cannot consist of only Dragonkin or magic items. Spells can only be cast on an army that exists at the time the spells are announced. After announcing the spells, then they are cast in any order. So you cannot Path a unit to an empty terrain (which then forms an army), and then cast Wind Walk on that new army.

Armies never move, only units. So for example: if you have a common and uncommon in an army at a terrain, and a rare in reserves, and completely exchange them, the spells on the army are still there.

Reserve step 1: Reinforce: move the rare to the army at the terrain.
Reserve step 2: Retreat: move the common and uncommon to reserves.
