When we make the actual starters, there will have to be all 5 of the elemental dragons (black, blue, gold, green, red) as well as ivory. Since black dragons are the only ones of those 6 colors that are not useful, we will have starter (quick-start, novice, ???) rules that will ignore color and treat all dragons like ivory dragons.

It would be too weird to make everyone have to buy a black dragon booster pack in order to get black dragons.
