I know this is a noobie question, but I like to 'validate' things sometimes...

Can a city, recruit a dkin from the summoning pool?

Can dkin be included in dragon promotion (even if they weren't allowed to roll against the dragon)?

From the Reference section, under "Promotion":
Quote:
Promoted Dragonkin are not required to be of an identical color (element). Note well that Dragonkin can only promote by way of these effects, they cannot be recruited into the game through these effects.


And farther down in the same area:

Even if certain Dragonkin did not participate in the attack (because they were the same color as the dragon), they are still eligible to be promoted. Larger health Dragonkin can be taken as casualties, then promoted since promotion occurs after all casualties have been taken.
