1. Can i cast in one magic action cast a Dragonkin and the send it away with a path?

2.In my Frostwing anti Magic Roll, will a cantrip be instand magic or nothing?

You cannot Path a dragonkin.
rules page 49 wrote:

During a Frostwing Magic Negation roll, a Frostwing Cantrip is normal magic:

Since IDs don't count and only magic results count, you only need to roll Frostwing Mages. Other Frostwings can't generate useful results since this is not an avoidance roll, an action roll, or a save roll. This is a unique roll, a Magic Negation roll. So only SAIs that work during a Magic Negation roll work. Currently, that would be a Cantrip.
