I'm asuming that "can also be applied" was in reference to Blue Breath.

this defeats the idea that a wayfare can work...
where a Smite (Dragon attack) has no result.
Unless the word Special and Normal in reference to Dragon Attacks separates these into different catagories. |
That is a good distinction. Smite generates normal melee results during a dragon attack, and normal melee results don't count for anything during a save roll. Special/Unique results could be applied during a save roll. |

Any player that gets hit with a blue breath gets a save roll instead of dragon attack roll. Note that a normal dragon attack roll is simply a shorthand for Missile, Melee and Save Avoidance Roll. With the effect of a blue breath, that becomes simply a Save Avoidance Roll.
So any icon that works during a save roll would work. Cantrips, Counter, save icons, other save SAIs. So the player under the effects of a blue breath has a chance to kill the dragon with enough Counters. At which point he still gets to promote.
And before someone points this out, the normal rule during Missile and Melee that if there is no damage, means you don't get to roll for saves, does not apply here. This is not a save vs Missile or Melee, it's a save vs dragon attack. Or more accurately a Save Avoidance roll. Not a Save Roll. There are some small differences between the two.
