Can fertilization add or promote a unit in reserves? I guess the question is, do the reserves count as an army for the purpose of this?

I'm not sure what's not clear about this:

It quite clearly says" armies at a terrain". The reserves are quite clearly not at a terrain.

But yes, any units that are in the reserves form an army. But armies in the reserves cannot do all the same things that armies at terrains can do.

It is not that the rule isn't clear. The original poster is obviously new to the game judging by the "member since" and "post count" info. The rule is certainly clear, especially to logic-minded people that are used to looking up rules for clarification. But Dragon Dice has a lot of rules to it. I give credit that the original poster actually realizes that the dice in the reserves constitutes an army. And thinking about that, it could make sense that that same person would wonder "How about the reserve dice? They are an army too!". There is nothing intuitive about Feralization that helps clarify why you can't use it in the reserves. That is just the way it is. But the only reason it is that way (that I can think of) would be for game balance or something. There is no other logical reason. And if you think of what Feralization represents in the real world, mainly animals creating a lot of offspring (like bunnies!), it doesn't make sense that an animal in the reserves wouldn't "feralize". I am not saying the rule should be changed, just explaining why I think it may not be clear to all people.

The rule is clear. But for new people, it could probably be clarified more by adding "Armies in the reserve area cannot use Feralization" in the definition for Feralization.
