Can a Dwarf magical unit cast Earthen Armor to a nonDwarf unit in the Army?

No enemy at the terrain only Dragon, get Blue Dragon Breath:
the army can turn the terrain up to the 8th face from the 7th?

Can a Monster with Dispel Magic SAI roll against the enemy Summon Dragon effect and the enemy magical attacks before resolved too or only once can roll before all magical attacks resolved?

1) Earthen Armor can be cast on any of your units, race does not matter.

2) Blue Dragon Breath only stops the army from rolling. For an unopposed maneuver, the army does not need to roll, so you can change the terrain up or down one.

3) Spells are announced and then cast in any order. After spells are announced, but before they are cast, Dispel Magic is rolled. If it comes up, any spells that targeted the dispelling unit, it's army, or it's terrain are dispelled and do not get cast. Summon Dragon is a spell that targets a terrain, so it can get dispelled. No matter how many spells are cast, there is only one dispel attempt per magic action.
