Do the spells Call Water and Deadlands combine with the effects of a standing stone at the eighth face to allow casters at the terrain to cast green and/or black magic where they would normally not be able to do so?

I believe they should given the language of the spells and the description of the standing stone as well as the way white dragon's breath is treated but I am not entirely positive.

If you take a Flatland, add Deadlands, Call Water, and Create Mountain to it, you can have all 5 colors on the terrain. Of course, you can't cast Create Mountain on an eighth face, but you could have 4 colors on one.

Yes, the colors are treated as part of the terrain.

If you make a three-race army with Dwarves, Treefolk, and Amazons carrying black magic items at a Highlands, you could theoretically have Amazon mages casting all five colors, right?

Not at a Highlands. You would have no way to get blue. So you could only have all five colors of magic at a Flatland at 1, with Deadlands (add black), Call Water (add green), and Create Mountain (add red, must have gold to start with in order to cast) all cast on it.
