If my amazons are at a terrain on melee, but they have a minor that rolled missile facet previous turn, can they javelin charge or have they already sacraficed their maneuver to keep the minor from rerolling so as to keep the missile face?

Look at it this way: You can take one maneuver action.

Skip the maneuver phase.
Attempt to maneuver the terrain.
Bring in a minor terrain (if you don't have one in play with this army).
Keep a previously rolled minor terrain's result.
With Amazons, do a Javelin Charge.
With Amazons, do a Kukri Charge.
