The current rules on Promotion are simple to remember, and I'm certain it was designed that way. I don't have a question of how Promotion works, but when I first learned the game, I had imagined it to be more restrictive than it really is (same race, and any die that's 1-health higher).
To be more specific, I had imagined that promotions had to be within the same "troop type" (Example: a 1-health Goblin Thug could be promoted to a 2-health Goblin Cutthroat, but not an Ambusher, Wolf Rider, Slingman, or Hedge Wizard - subject to availability in the DUA or summoning pool). I interpreted that the 3-health dice "topped out" the troop types, so there was no way to "promote" to a monster (or should I say "evolve" ). I considered the concept of promotion as "battle savvy", experience, and/or higher command responsibilities, but within the same troop type.
Such an interpretation would greatly restrict the usefulness of promotion in game play, or would at least significantly influence the designing of some armies that wished to take advantage of it. I've used this interpretation as a "house rule", sometimes, for certain gaming formats. It makes the monsters a bit more difficult to recover, if lost, since they would be considered unique troop types.
Did the Promotion game mechanic start out as it's currently written, or has it gone through some evolutions over the years?

The only difference is that, originally, you could not promote 3-health units to monsters. That was changed before too long though.
I believe that the current rules regarding promotion via rolling the Kings' Die is an SFR construct. |

And just remember, that more often than not, when you get a chance to promote (i.e. just killed a dragon), you can't promote because you either have no dead, or the wrong dead. So promotion is not as useful as it may appear. _________________ You can never have too many dice.
