Esfah has been flooded with high seas and great rain storms...
leaving the Coastland Flooded, the Flatlands Flooded...
the swampland...well it's always flooded...
and the highland...well the flood caused huge sink holes...leaving massive craters exposing the volcanic reservoirs.

So the end result...
many races were trapped at their terrains...not able to maneuver away...
the Coral Elves were able to use their boat maneuvers...and with help of the Flying units and the Mighty Griffon, were able to adjust and maneuver to the other terrains...but the boats burn up in the highland lava..so not there.
Swamp stalkers seemed to be ok...but not on the highland.

.............

after a bit of refinement....

Units cannot leave or enter terrains if they can't maneuver.

All flying units can leave and enter terrains.

Teleport...Dragon Riding...Path...Terrain Flight*...
Wayfare...Firewalking...
Airy Acquisition for magic items...
Coral elves with Boat maneuvers...and the Giants...
Ferry....Vanish

Scalders and Firewalkers can use their firefeet at highlands.

anyways you get the idea...
unless you can overcome the terrain flooding disaster...
you can't leave your terrain. Evil or Very Mad

I wonder...hmmm...
flying carpet.... Razz
If a unit carries a flying carpet, they can travel to any terrain...
not to say they gain terrain flight...but they won't be locked out of certain terrains...so it's like they gained flying. Wink
So a Genie on a flying carpet would be perfect. Razz Cool

Seven-leauged boots and Winged Sandals...
this option would be a variation... (winged only)
allowing winged sandals only as a way to travel into or out of terrains via the reserves.
Seven-Leauge can wayfare only.

*terrain Flight can be used into a swampland...highland

Feralize and Mutate and any resurrection spell,
work normally.

So you may Feralize, Mutate, or Resurrect to any terrain.
Stepped Damage, Promote works normally.

Flying Units can travel into and out of any terrain.

Giants can travel to and from any flooded terrain except highlands.
(Highlands will burn their feet, and they are tall enough to be above water.)
Purely flavor text...as both Giants have maneuvers that will allow them access in or out of flooded terrains.

Hydra: The Hydra can travel into and out of any flooded terrain.
(Highlands Restricted to fire feet)

Cryohydra:
With its ability to freeze water... The Cryohyda can travel into and out of any flooded terrain.
This ice bridge will allow 4 heath of units to travel (during reserves phase) as well.
(Highlands Restricted to fire feet)

Units with the Boat Maneuver icon can travel to and from any flooded terrain except highlands.
(Highlands will burn the Boats)

Swampstalkers with a maneuver icon can travel to and from any flooded terrain except highlands.
(They'll burn to a crisp) Evil or Very Mad

Units with the Fire feet can travel into and out of Highlands.

Any unit that carries a Flying carpet may travel into or out of any terrain.

Units will still need to go thru the reserves to get to the other terrains,
I'm just stating that they are not restricted to remaing at a terrain.

other methods of travel:
(these all work normally)

Terrain Flight
Wayfare
Firewalking
Path
Teleport
Airy Acquisition
Dragon Riding
Vanish

You may Feralize, Mutate, or Resurrect to any terrain.
Stepped Damage, Promote works normally.

Army Placement Conflict:
If any unit cannot go to a terrain for any reason,
then they start in your reserves.

It's no coincidence that some of the Acolytes have boat maneuvers...so this would pertain to them as well.
When I made up this format, I was thinking of the Acolytes.

So even though the common Acolytes are the only eldarim that have the boat maneuvers...it is possible to use Rise of the eldarim to promote Eldarim from you DUA to get to lands that they could not normally travel to.
