Had this in a game, black dragon is summoned and all the units in the terrain are killed or retreat away from the terrain. Does the dragon stay, if I don't have any more dragon dice can I not summon any more. If I summon another does the one at the terrain on his on own become the new dragon?

Unless the dragon is killed or summoned to another terrain, it stays at the terrain. You can always summon dragons, if nothing else, you can move them from one terrain to another.

I'm sure what you are asking with that last question. There is no game concept of "new dragon".
