So I was a little surprised to see that the Owl-Folk monster appears to be the only Feral unit with fly, and none of the other bird-folk do. Whereas a good chunk of the Frostwings all have fly, of all rarities.
Does anyone happen to know what the reasoning (both mechanically and game mythos) is for that?

Mostly just curious, since I know the dice themselves aren't going to change, for obvious reasons.

The person who made those choices is no longer available to defend them.

traditionally only the maneuver type units have fly and if that race has something like trample instead, the fly gets left off.

Makes sense.
Thematically I wasn't sure if the thought was that the non-monster bird folk had, in their creation, become too large or unwieldy to be able to fly effectively anymore, and instead they could move well but not fly.
