Is 'count as' affecting an SAI?

Example: Cloak under a Necromantic Wave

Spells can not 'affect' SAI's, thus you can't double or halve via a spell, but is 'count as' affecting it?

This would be the same ruling as a Trample under the Amazon ability.

It's the same thing of converting results not individual icons. So Cloak generates magic during any non-save roll. Those magic results are added up with all other normal magic results. Then those results are converted to melee. Important thing is that it is not converting anything other than results. Trample and Amazon missile at Flatland is the same reasoning.

The SAI that gets the closest to the line of affecting other SAIs is Galeforce. I remember us going back and forth about that for quite some time before we decided it was ok.

So if no SAI's results (neither normal nor special) can be affected by spells, other SAIs nor dragon breath, Elevate could not be use to target a unit rolling Counter or fly to double its save results, correct?

That is correct. Most people assume that "not effecting" means only bad things don't affect an SAI. Good things also don't affect an SAI. One that seems to come up a lot is Burning Hands. No it cannot affect (for example) a Trample.
